Amended code of practice Seasonal Hire for Sporting and Recreational Clubs

Closing date for submissions: Wednesday 23 April 2025, 5.00pm

Reference: S026–T00009

Council is currently reviewing the Seasonal Hire for Sporting and Recreational Clubs Code of Practice (COP) as it was initially adopted in 2015 and elements are no longer current.

Council has developed the draft code of practice in consultation with our local sporting clubs, and is seeking input and feedback from the community.

Council is committed to supporting sporting and recreational clubs to provide cost effective and well-run sporting opportunities to our community.

The proposed changes to the COP are minor, and the recommended additions will:

  • improve guidance on the use of Council’s sporting grounds and buildings
  • refer to Council’s new online booking system
  • clarify communication pathways with Council
  • increase the availability of sports grounds under seasonal hire
  • clarify expectations and roles and responsibilities
  • acknowledge and retain the discounted fees and charges for local sporting clubs.

The aim of the COP is to:

  • define seasonal hire and who is eligible
  • support a set of fees and charges that provides equity and respects the financial status of community sports clubs
  • ensure systems are in place to support and manage seasonal hire
  • instruct clubs and organisations on how to communicate and cooperate with Council about their seasonal hire requirements
  • define roles and responsibilities of Council and clubs under seasonal hire
  • provide guidance on the use of grounds and buildings for sports clubs under seasonal hire
  • recognise the contribution of community sport volunteers.
