Transition of Home Care Packages

Council is seeking expressions of interest from Home Care Package providers who have capability and capacity to deliver the services to Council’s 57 clients (noting this number is subject to change).

Following completion of a review of its Community Care services, Council is proposing to cease providing Home Care Package services by 31 October 2025. Final decision to be made on 27 May 2025 pending confirmation that other providers have capacity to provide services to Council’s clients.

A key finding of the review was that while Council provides a valued service to the Eurobodalla community, it is no longer best placed to provide these services to the community in the long-term.

The intent of this expression of interest process is to ensure that the private market has the capacity to take on Council’s Home Care Package clients, should Council withdraw from providing these services.

As of 27 March 2025, Council has 57 Home Care Packages as follows:

  • Level 1 – 0
  • Level 2 – 23
  • Level 3 – 25
  • Level 4 – 9

Staffing

Council currently has a team of 34 directly associated with the delivery of services to clients with Home Care Packages. These roles include rostering, administration, case managers and direct support workers.

How Council will use the information you provide

A public report will be provided to Council in May 2025, containing information from completed EOI submissions, (excluding contact names, phone numbers and emails of the person completing the form). This information may also be shared with clients and staff.

Please note Council will not be using the information provided in the EOI to select a provider, as clients have choice of provider.

There is no guarantee that clients will choose a particular provider. The EOI process is to evidence that there are alternative providers who have capacity to support existing Council clients, and to provide information and options for clients to consider.
