Step 3: Prepare your DA
The Department of Planning, Housing and Infrastructure (DPHI) has outlined the application requirements for development to help you prepare your DA and supporting documents:
Required supporting documents
You'll need to submit certain supporting documents with your DA. To check what you need, type the name of the relevant checklist that applies to your development in the search bar on our forms web page:
- Development application - DA – (residential/alterations and/or additions)
- Development application - DA – (use of existing unapproved building or works)
- Development application - DA – (commercial, industrial, or change of use)
You can also find other Council supporting documents by typing the name of the form in the search bar on our forms web page:
- Eurobodalla Council: Owner’s consent form - for lodgement on the NSW Planning Portal
- Eurobodalla Council: Statement of Environmental Effects (SEE) for minor applications. For all other applications:
- Site analysis: An analysis of the environmental characteristics of the site
- BASIX certificate
- Plans: We recommend you engage a qualified design professional to draft your plans:
- Driveway section plan: Details of driveways, vehicle crossing profiles, and transitions. A design using one of our standard plans is acceptable
- Location of services and easements: Include above and below-ground services, ie, power, water, telephone, stormwater, and sewer
- Drainage patterns across the site and location of watercourses, creeks, etc, on the site or within 40m of the site
- Rainwater reuse concept plan: For new dwellings, you will need to provide us with information about the installation of your rainwater tank. You'll need to submit a concept plan with your DA. You can find the required information that must be included in your plan in our code practice:
- Vegetation removal plan: The plan must include the total area (m2) of clearing, including the entire APZ and associated clearing, ie, access roads, fencing, etc, required for your development.
You will also need to complete an estimated development cost. You can download the Standard Form of Estimated Development Cost Report on DPHI's website. You'll need to submit this with your DA:

Other supporting documents
The type of supporting documents you need to submit with your DA will depend on your proposal and site and may include:
- Bushfire Risk Assessment Report and Certificate - if you’re building on bushfire-prone land:
- Biodiversity Assessment Report - if you exceed the BOS threshold or your property is mapped on the Biodiversity Values Map.
